2025 Health Center Compliance Manual Changes – Stay in the Know!!

The 2025 HRSA Compliance Manual was released this past October.  The authorizing legislation for the Community Health Center Program remains unchanged.  Hence, there are no statutory changes included in the revised manual.

Changes in the manual largely reflect language clarifications that provide health centers with more flexibility to determine how best to demonstrate the required compliance.  These clarifications are a welcomed change given that health centers need the added flexibility because of challenges in their local community landscapes.

AN IMPORTANT NOTE:  

Language clarifications can be found in most chapters. However, revised language in Chapter 20: Board Composition is particularly noteworthy because it states that Health Centers can achieve compliance without actual patient member representation if there is a board member that has experience with the targeted patient demographic group.

This is beneficial to health centers that serve large numbers of migrant workers or homeless individuals who can sometimes be hard to recruit for patient board membership.
