Now that the Public Health Emergency has ended, does HRSA still permit Board and Committee Meetings to be held virtually?

 In reviewing the Health Center Program Compliance Manual, Chapter 19 – Board Authority (https://bphc.hrsa.gov/compliance/compliance-manual/chapter19#related-considerations-19), monthly meetings, including committee meetings, can be held by telephone or other electronic means (virtually), as long as all parties can listen and speak to each other. This consideration was permitted even before the Public Health Emergency (PHE). However, health centers must also comply with their state’s nonprofit or other applicable laws. It is important to review these requirements to determine whether any state-specific laws prohibit virtual board and committee meetings. If any restrictions exist at the state level, health centers may need to explore alternative solutions, such as hybrid meeting formats, to maintain compliance.
