SAC Application Update

Fiscal year (FY) 2026 SAC applications for April 1, 2026 (HRSA-26-004) period of performance start dates were due in Grants.gov on Monday, September 29. HRSA recently extended the Electronic Handbooks (EHBs) deadline to 5:00 p.m. ET on Wednesday, November 5.

FY 2026 SAC applications for May 1, 2026 (HRSA-26-005) period of performance start dates are due in Grants.gov by 11:59 p.m. ET on Friday, October 10.

Annual UDS PCA State/Territory Based Training

Primary Care Associations are hosting virtual and in-person UDS technical assistance trainings nationwide from October to December. Health center staff who are responsible for preparing UDS data report submissions are also encouraged to attend. Contact your PCA representative to schedule a training.

BPHC Program Updates Recap

The recent BPHC Program Updates session was held on September 25th, 2025 and you can view the slides HERE.  Other highlights from the webcast include:

  • HRSA released an update to the Agency’s priorities.
  • HRSA has delayed implementation of GrantSolutions to ensure a smooth and effective transition for all users. Please continue to familiarize yourself with the GrantSolutions platform and visit HRSA’s GrantSolutions webpage, where you can find information and resources about the future transition.
  • Review the new HHS Grants Policy to understand the changes that went into effect beginning October 1, 2025.
  • Continue to use the Health Center Program Support as your primary point of contact with BPHC via the BPHC Contact Form or by calling (877) 464-4772. 

The next BPHC Program Updates webcast is tentatively scheduled for 2:00-3:00 p.m. ET on Thursday, October 30.

New Process for Delinquent Audits Began October 1, 2025

HRSA is committed to ensuring transparency, accountability, and compliance across all federally funded programs. To strengthen oversight and promote timely reporting, HRSA has implemented a new Delinquent Audit Process in response to awardees who fail to submit Single Audit Reports.

Beginning October 1, 2025, HRSA will apply a 120-day condition to all HRSA awards for awardees who are delinquent on two or more Single Audit Reports. The 120-day condition will be applied 15 days following notification of delinquency. This process applies to HRSA awardees who have failed to submit required Single Audit Reports in a timely manner.

Timeline & Enforcement:

  • Effective Date: Beginning October 1, 2025, impacted awardees will receive notifications
  • 120-day Condition: Will be applied 15 days following notification of delinquency
  • Scope: Applies to all HRSA awards held by the delinquent entity 

HRSA encourages all awardees to review their audit submission history in the Federal Audit Clearinghouse and take proactive steps to meet reporting requirements.
